  2. minister 1980-81, and prime minister and
  3. Social Democratic Party (PSD) leader from
  4. 1985. Under his leadership Portugal joined
  5. the European Community 1985 and the Western
  6. European Union 1988. Cavaco Silva was born in
  7. Loule, studied economics in Britain and the
  8. USA, and was a university teacher and
  9. research director in the Bank of Portugal. In
  10. 1978, with the return of constitutional
  11. government, he entered politics. His first
  12. government fell in 1987, but an election
  13. later that year gave him Portugal's first
  14. absolute majority since democracy was
  15. restored.
